[scripts] fix a small bug when running e-acsl-gcc.sh from an uninstalled version of Frama-C. It impacted the test suite in Frama-C internal mode

[e-acsl-gcc.sh] search META also in internal plugins directory

When E-ACSL is not installed as an external plug-in, the META file is only found in the `lib/plugins` directory, so we must look for it there.

[Makefile] fix 'make install' when E-ACSL is compiled/installed within Frama-C

'make install' used ```FRAMAC_SHARE``` while it should have used ```FRAMAC_DATADIR```. The former does not contain the right value when compiled inside Frama-C.
