[kernel] In cil, changes the interface of the parseInt* functions. 

Removes exception ParseIntError.
Restores the previous behavior of parseInt that aborts Frama-C in case of
failure.
Renames parseInt_opt into parseIntRes that returns [Error message] in
case of failure.
