Why contains the Jessie Plugin.
Re-read that:

Again a problem of path:
In our why directory, in the file frama-c-plugin/Makefile,
Set FRAMAC-LIBDIR :=C:/Frama-C/lib/frama-c and it should work.  

frama-c -print-libpath prints a path with \ instead of / under Cygwin, maybe it's a bug.
